Each VIC bank (0-3) is a 16 kB memory block within the C64's 64 kB RAM: 0:$0000-$3fff | 1:$4000-$7fff | 2:$8000-$bfff | 3:$c000-$ffff.
The screen, charset, and bitmap must be mapped to the same VIC bank, with the available banks being 0 through 3 as defined by the hardware.
Placing your charset in the $1000-1fff or $9000-$9fff range always reverts to the C64's ROM font: $d000-d7ff for capitals, and $d800-$d8ff for lowercase.
